In a mixing bowl, combine the red velvet cake mix, eggs, vegetable oil, and water. Stir until well combined and smooth.
Pour the batter into a greased 9x9-inch baking dish and spread it evenly. Bake in a preheated oven at 350°F (175°C) for about 20-25 minutes, or until a toothpick comes out with a few moist crumbs. Let cool completely.
Once the brownie has cooled, crumble it into fine crumbs using your hands or a food processor. Transfer the crumbs to a mixing bowl.
Add the cream cheese frosting to the bowl with the brownie crumbs. Use your hands to mix everything together until the mixture is well combined and holds its shape when pressed.

Melt the candy melts or chocolate in a microwave-safe bowl according to the package instructions. Dip each brownie pop into the melted candy or chocolate, allowing any excess to drip off. Place it back on the baking sheet.
While the melted candy or chocolate is still wet, sprinkle your favorite toppings, like colored sugar, sprinkles, or crushed cookies, on top of each brownie pop to make them extra special.
Place the baking sheet with the finished brownie pops in the refrigerator for about 15-20 minutes, or until the candy or chocolate coating is completely set.
