In a mixing bowl, cream together 1/2 cup of unsalted butter and 1 cup of sugar until light and fluffy. Beat in 2 eggs, one at a time, and then add 1 teaspoon of vanilla extract. In a separate bowl, whisk together 1 and 3/4 cups of all-purpose flour, 1 and 1/2 teaspoons of baking powder, and 1/2 teaspoon of salt. Gradually add the dry ingredients to the wet ingredients, alternating with 3/4 cup of milk. Mix until just combined.
Pop a bag of popcorn (about 3 cups) and remove any unpopped kernels. Spread the popcorn on a baking sheet lined with parchment paper and set aside.
Line a cupcake tin with paper liners and preheat your oven to 350°F (175°C). Fill each liner about two-thirds full with the cupcake batter, leaving room for it to rise. Don't worry if it looks like there's not enough batter, they will puff up nicely in the oven.
Place the filled cupcake tin in the preheated oven and bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean. Remove from the oven and let the cupcakes cool completely.
Once the cupcakes are cooled, frost them with your favorite frosting. You can go for classic vanilla or get creative with flavors like caramel or chocolate. Then, it's time to decorate! Take the popcorn you prepared earlier and place a small cluster on top of each cupcake. Press lightly, so it sticks to the frosting. Sprinkle some colored sugar or sprinkles over the popcorn to add a festive touch.
