In a mixing bowl, combine 2 cups of all-purpose flour, ½ cup of granulated sugar, 1 packet of instant yeast, and a pinch of salt. In a separate saucepan, warm ¾ cup of milk and ¼ cup of melted butter. Gradually add the milk mixture to the dry ingredients, mixing until a soft dough forms. Knead the dough for 5-7 minutes until smooth and elastic. Cover the bowl with a clean cloth and let the dough rise for 1-2 hours, or until doubled in size.
In a heavy-bottomed saucepan, melt 1 cup of granulated sugar over medium heat. Be patient, it will take some time. Once the sugar has melted and turned golden brown, carefully add ½ cup of heavy cream (it will bubble, so be cautious). Stir in 2 tablespoons of butter and 1 teaspoon of sea salt until smooth. Remove from heat and set aside to cool.
Punch down the risen dough and roll it out on a lightly floured surface to a ½ inch thickness. Use a doughnut cutter or a round biscuit cutter to cut out doughnut shapes. Place the doughnuts on a baking sheet lined with parchment paper and let them rise for an additional 30 minutes. Heat vegetable oil in a deep fryer or large pot to 350°F (175°C). Carefully slide one or two doughnuts into the hot oil and fry for 2-3 minutes per side, or until golden brown. Transfer fried doughnuts to a paper towel-lined plate to drain excess oil.
Once the doughnuts have cooled slightly, dip each one into the salted caramel sauce, coating them generously. Allow the excess caramel to drip off, then place the caramel-coated doughnuts on a wire rack to set. Sprinkle a pinch of sea salt on top to enhance the salty-sweet flavor.
