In a mixing bowl, cream together 1 cup of softened butter and 1 ½ cups of granulated sugar until light and fluffy. Add 2 eggs and 1 teaspoon of vanilla extract, and mix well. In a separate bowl, whisk together 3 cups of all-purpose flour, 1 ½ teaspoons of baking powder, and 1/2 teaspoon of salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Divide the dough in half. Take one half and add a few drops of blue food coloring, mixing until well incorporated. Take the other half and add a few drops of green food coloring, mixing until well incorporated. Shape each colored dough into a disc, wrap in plastic wrap, and refrigerate for at least 1 hour. After chilling, take small portions of each dough and combine them to create a marbled effect. Roll the dough to about 1/4-inch thickness and use a seashell-shaped cookie cutter to cut out seashell shapes. Place the cookies on a parchment-lined baking sheet.
Preheat your oven to 350°F (175°C). Bake the cookies for 10-12 minutes, or until the edges are lightly golden. Let them cool completely on a wire rack. In the meantime, prepare your royal icing by whisking together 2 cups of powdered sugar, 1 tablespoon of meringue powder, and 3-4 tablespoons of water until smooth and thick. Divide the icing into different bowls and add food coloring, if desired. Decorate the cooled cookies with the royal icing, using a small piping bag or a toothpick to create intricate designs or patterns. Let the icing set before serving.
