In a medium-sized bowl, whisk together the all-purpose flour, baking powder, baking soda, ground cinnamon, ground nutmeg, ground cloves, and salt. Set aside.
In a large mixing bowl, combine the pumpkin puree, vegetable oil, white granulated sugar, brown sugar, eggs, and vanilla extract. Use an electric mixer or whisk vigorously until the mixture is well combined and smooth.
