In a large bowl, whisk together 1 cup of glutinous rice flour, 1/4 cup of granulated sugar, and 1 teaspoon of baking powder until combined.
In a separate bowl, whisk together 1/2 cup of milk, 2 tablespoons of melted butter, and 1/2 teaspoon of vanilla extract.
Pour the wet ingredients into the bowl with dry ingredients. Stir until the mixture is smooth and well combined.
Cover the bowl with plastic wrap and let the batter rest for 30 minutes to allow the rice flour to hydrate.
Preheat your oven to 350°F (175°C) and grease a donut pan with cooking spray.
Carefully spoon the batter into the prepared donut pan, filling each cavity about 3/4 full.
Place the donut pan in the preheated oven and bake for 12-15 minutes or until the donuts are golden brown and firm to the touch.
Allow the donuts to cool in the pan for a few minutes, then transfer them to a wire rack to cool completely.
Heat vegetable oil in a deep fryer or a large pot until it reaches a temperature of 350°F (175°C). Carefully lower a few cooled donuts into the hot oil and fry until they turn golden brown, about 2 minutes per side.
Remove the fried donuts from the oil using a slotted spoon and let them drain on a paper towel-lined plate. While still warm, coat the donuts with your favorite toppings such as powdered sugar, matcha powder, cocoa powder, or melted chocolate.
