In a mixing bowl, combine 2 cups of all-purpose flour, 2 cups of granulated sugar, 3/4 cup of unsweetened cocoa powder, 1 1/2 teaspoons of baking powder, and 1 1/2 teaspoons of baking soda. Whisk all the dry ingredients together until well combined.
Add 3/4 cup of buttermilk, 1/2 cup of vegetable oil, 2 large eggs, and 2 teaspoons of vanilla extract to the dry ingredients. Use an electric mixer on medium speed to mix everything together until smooth and well-incorporated.
Pour the batter into greased cake pans and smooth the tops with a spatula. Bake in a preheated oven at 350°F (175°C) for about 25-30 minutes, or until a toothpick inserted into the center comes out clean. Remove the cakes from the oven and let them cool completely.
In a heatproof bowl, place 8 ounces of chopped semi-sweet chocolate. In a saucepan, heat 1 cup of heavy cream until it just begins to simmer. Pour the hot cream over the chocolate and let it sit for a minute. Gently whisk the mixture until the chocolate has melted and the ganache is smooth.
Place one cake layer on a serving plate and pour some ganache on top. Carefully spread it out using an offset spatula. Repeat with the second layer. Finally, pour the remaining ganache over the top of the cake, allowing it to drip down the sides. Decorate as desired, and refrigerate for at least 1 hour before serving.
