In a large skillet, heat some olive oil over medium heat. Add finely chopped onion and cook until it becomes translucent. Then, add ground beef, breaking it up with a spoon, and cook until browned. Add minced garlic, Worcestershire sauce, tomato paste, and seasonings like salt, pepper, and thyme. Stir everything together and let it simmer for a few minutes.
In a separate pot, boil peeled and diced potatoes until they are fork-tender. Drain the water and return the cooked potatoes to the pot. Add butter, milk, salt, and pepper to the pot. Mash everything together until you have smooth and creamy mashed potatoes.
Preheat your oven to 375°F (190°C). Grease a mini muffin tin with some cooking spray. Place a small amount of the beef filling into each muffin cup, filling it about 3/4 full. Then, top each cup with a spoonful of the mashed potatoes, smoothing it over the beef. Bake the mini Shepherd's Pies in the preheated oven for about 15-20 minutes or until the tops are golden brown and the filling is bubbling.
