In a large bowl, beat 1/2 cup (1 stick) of softened butter until creamy. Gradually add in 2 cups of powdered sugar, 2 tablespoons of milk, and 1 teaspoon of vanilla extract. Beat until smooth and fluffy. To make that iconic Cookie Monster blue, add blue food coloring to the frosting until you achieve the desired color. Frost the cooled cupcakes generously with the blue frosting.
