In a mixing bowl, combine 1 ½ cups of flour, 1/4 teaspoon of salt, and 1 tablespoon of sugar. Cut in 1/2 cup of cold butter until the mixture resembles coarse crumbs. Add 2-3 tablespoons of ice water, a little at a time, and mix until the dough comes together. Press the dough into a tart pan, making sure to evenly cover the bottom and sides. Chill in the refrigerator for at least 30 minutes.
In a saucepan, mix 2 cups of fresh or frozen blueberries, 1/2 cup of sugar, 3 tablespoons of cornstarch, and a pinch of salt. Cook over medium heat, stirring constantly, until the mixture thickens and the blueberries burst, about 5-7 minutes. Remove from heat and stir in 1 tablespoon of lemon juice. Let the filling cool for a few minutes.
Preheat your oven to 375°F (190°C). Take the chilled tart crust out of the refrigerator and pour the blueberry filling into it, spreading it evenly. If you want to get fancy, you can create a lattice pattern with strips of extra dough on top. Bake the tart for 25-30 minutes, or until the crust is golden brown and the filling is bubbly.
