In a saucepan, heat 1 cup of water over medium heat until it starts to simmer. Sprinkle 3 packets (21 grams) of unflavored gelatin evenly over the water and whisk gently until fully dissolved.
Zest 2 lemons using a fine grater and set aside. Squeeze the juice from these lemons and strain it to remove any pulp or seeds. Add the lemon zest and juice to the saucepan with the dissolved gelatin mixture and whisk until well combined.
To create the water lily design, you will need a silicone mold in the shape of water lilies. If you don't have one, you can use a regular mold or small glasses. Lightly spray the mold with non-stick cooking spray or rub it with a small amount of vegetable oil.
Carefully pour the gelée mixture into the prepared mold, filling it about halfway. If you are using glasses, divide the mixture evenly among them. Place the mold or glasses in the refrigerator and let the gelée set for at least 4 hours or until firm.
Once the gelée is fully set, remove it from the refrigerator. If using a silicone mold, gently push on the bottom of each cavity to release the gelée. If using glasses, you can simply serve the gelée in them. Arrange the water lilies on individual plates and garnish with fresh mint leaves for an extra touch of elegance.
