In a saucepan, heat 1 cup of milk until it's hot but not boiling. Add 2 tablespoons of loose Earl Grey tea or 2 tea bags, and let it steep for 10 minutes. Strain the milk through a fine-mesh sieve to remove the tea leaves or bags.
In a separate saucepan, combine 1/2 cup of water, 1/2 cup of milk, 1/2 cup of unsalted butter, 1 tablespoon of granulated sugar, and a pinch of salt. Bring the mixture to a boil over medium heat. Once boiling, remove the saucepan from the heat and quickly stir in 1 cup of all-purpose flour until the mixture forms a smooth ball of dough. Transfer the dough to a mixing bowl.
