In a large mixing bowl, whisk together 1 ½ cups of all-purpose flour, 1 ½ teaspoons of baking powder, and a pinch of salt. In a separate bowl, cream together ½ cup of unsalted butter and 1 cup of granulated sugar until light and fluffy. Beat in 2 large eggs, one at a time, followed by ½ teaspoon of vanilla extract. Gradually mix in the dry ingredients, alternating with ½ cup of milk. Stir until just combined.
Line a baking sheet with parchment paper. In a clean mixing bowl, beat 2 egg whites until foamy. Gradually add ¼ cup of granulated sugar while continuing to beat until stiff peaks form. Transfer the meringue mixture into a piping bag fitted with a small round tip. Pipe the meringue into tail shapes on the prepared baking sheet. Bake at 200°F for 1 hour or until the meringue is crisp and dry. Let the tails cool completely.
In a bowl, whip 1 ½ cups of heavy cream until soft peaks form. Gradually add ¼ cup of powdered sugar and 1 teaspoon of vanilla extract. Continue to whip until stiff peaks form. Set aside.
Using a sharp knife, cut a small cone-shaped piece out of the center of each cupcake. Fill the hole with a spoonful of your favorite fruit jam or compote. Generously pipe the whipped cream frosting on top of each cupcake, creating a mountain shape. Place a meringue mermaid tail on top of each cupcake, pushing it slightly into the whipped cream frosting. Sprinkle with edible glitter or colored sugar for a magical touch.
