In a mixing bowl, whisk together flour, sugar, baking powder, and salt. Add softened butter, milk, and vanilla extract. Mix until well combined and smooth.
Using a bone-shaped cookie cutter or a template, cut out bone shapes from white rolled fondant. Lay them out on a baking sheet lined with parchment paper.
Fill cupcake liners two-thirds full with the prepared batter. Bake in a preheated oven at 350°F (180°C) for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
In a clean mixing bowl, beat egg whites until frothy. Gradually add sugar and continue beating until stiff peaks form. Transfer the meringue to a piping bag fitted with a small round tip.
Once the cupcakes have cooled, place a bone-shaped fondant piece on top of each cupcake. Pipe meringue around the edges of the fondant to secure it in place, creating a bone-like effect.
Using a kitchen torch, carefully torch the meringue until lightly browned, resembling toasted bones. If you don't have a torch, you can also place the cupcakes under a broiler for a few seconds.
