In a small saucepan, combine 1 cup of water and 2 chamomile tea bags. Bring the water to a boil, then remove from heat and let the tea steep for about 5 minutes. Remove the tea bags and set aside.
In a separate saucepan, pour 1 cup of heavy cream and 1/2 cup of milk. Add 1/4 cup of honey and a pinch of salt. Heat the mixture over medium-low heat until it begins to steam, but avoid boiling. Remove from heat.
Pour the chamomile tea into the cream mixture and stir well to combine. Let the mixture sit for about 10 minutes to allow the flavors to infuse.
Strain the mixture through a fine-mesh sieve to remove any tea leaves or lumps. Divide the strained mixture evenly among ramekins or serving glasses. Place in the refrigerator and let them set for at least 4 hours, or until firm.
