In a medium saucepan, heat water, butter, sugar, and salt over medium heat until the butter is melted and the mixture begins to simmer. Add flour and stir vigorously until the dough forms a ball and pulls away from the sides of the pan. Remove from heat and let cool for a few minutes.
Heat vegetable oil in a large skillet or pot to 375°F (190°C). Transfer the churro dough to a piping bag fitted with a star-shaped nozzle. Pipe 4-inch (10 cm) long churros directly into the hot oil, cutting them off with scissors. Fry the churros until golden brown and crispy, about 2-3 minutes per side. Take one churro and slice it lengthwise using a sharp knife. Place a scoop of your favorite ice cream onto the bottom half of the churro and top it with the other half. Gently press together to sandwich the ice cream. Repeat with the remaining churros and ice cream.
Place the assembled churro ice cream sandwiches onto a baking sheet lined with parchment paper. Freeze for at least 2 hours, or until the ice cream is firm. If desired, wrap each popsicle individually in plastic wrap for easier storage and serving.
