Preheat your oven to 350°F (175°C). On a lightly floured surface, roll out the chilled dough to a 1/4 inch thickness. Use skull-shaped cookie cutters to cut out your spooky shapes. If you don't have skull-shaped cutters, you can also use a knife to carefully shape the dough into skulls.
Carefully transfer your skull-shaped cookies to a parchment-lined baking sheet, spacing them about 2 inches apart. Bake in the preheated oven for 8-10 minutes, or until the edges are lightly golden. Keep a close eye on them, as you don't want them to turn into real skulls!
While your cookies are cooling, it's time to whip up the icing! In a small bowl, mix 2 cups of powdered sugar with a few tablespoons of milk until you have a smooth, thick consistency. Add a drop or two of black food coloring to give your icing that bone-chilling touch.
Once your cookies are completely cool, it's time to bring them to life with icing. Take a spoonful of icing and gently spread it over each skull-shaped cookie, leaving a little bit of the skull exposed for a creepy effect. Let the icing set for about 15 minutes.
